The only quantitative way for the Soviet Union to confirm the Apollo landings would have been for them to land there and have either cosmonauts or a robotic rover see the lander base, flags, footprints, rover tracks, and moon-rovers. Since the USSR never went to the moon, no, they never confirmed the landings.
