Although there was certainly both urban crime and gangs of bandits in the country, I don't think there is much evidence for mafia-like criminal organizations operating in the middle ages. While I am certain there were gangs or informal groups that cooperated, I don't recall ever seeing anything to support a "thieve's guild" like you see in some fantasy novels.
