Pearl Harbor is in Hawaii, which at the time was a US Territory. The Navy base at Pearl is still there. The main attack was against the ships and airfields on the island and several specific locations where attacked.
Japan did issue a declaration of war to the US, with the idea that Pearl Harbor would be attacked before defenses could be mobilized. It backfired on them terribly because the declaration was not translated from Japanese to English until after the attack. If Japan had declared war and then attacked Pearl Harbor the next day, damage would have been much less and Japanese losses much higher. The success of the attack, on which Japanese strategy in the Pacific was based, depended on surprise.
"A date which will live in infamy" was a quote by President Franklin D Roosevelt on his address to Congress on December 8th, 1941 - he was of course referring to the Japanese attack on Pearl Harbor, Hawaii the day before.
Well I think after Japan bombed Pearl Harbor, FDR declared war on Japan.
We were attacked by the Japanese at Pearl Harbor Hawaii on Dec. 7, 1941 and then Germany and Italy declared war on the USA. Besides, it was just a matter of time before Germany eventually attacked the USA, just like they attacked and invaded other nations.

If the Americans did declare war on Japan before they bombed pearl harbor then all my sources are wrong. The next day, 8th December, President Roosevelt gave a speech that declared we were at war.
