Way back in the day when biology papers first came out the typeset on the type writers didn't allow for continuous vertical lines. It is called the American Civil Flag, consisting of a 35 blue stars on a white background, with seven red and six white vertical stripes. It has a disputed historical background, and is possibly a confusion/conflation with the US Revenue Ensign, which has now become the Customs Ensign.
