The Partition Plan did not give Jerusalem to the Israelis.

The plan was for the Jerusalem/Bethlehem area to be put under international control, from the United Nations itself and entirely surrounded by the proposed Arab State.

Although, when the area became a hotspot in the Arab-Israeli War of 1948-9, no UN peacekeepers were dispatched to the area to defend its "internationalness".
