At the time of Cyrus, the Hebrew aristocracy was exiled in Babylon and the ordinary people in Israel and Judaah were living under foreign aristocracies imported to keep them quiet. King Cyrus is alleged to have allowed some of this exiled aristocracy to return to Jerusalem to try to re-establish itself there. They brought with them a mix of Hebrew and Babylonian culture and religion which formed the basis of modern Judaism.
The exiled aristocracy from Judah was permitted to return to try to reclain their estates. Half did, but the remainder had become entrenched in Babylon that they declined. Both communities prospered.
The Jews were very weak - they were ruled by aristocracies transplanted to rule them by the Assyrians and the Babylonians to keep them quiet. Cyrus allowed part of the exiled Jewish aristocracy to return to Judea to try to reestablish themselves. They had increasing success reestablishing their influence there, but the ten Jewish tribes in the north remained under the control of foreign local rulership.
