When at war, the Government will impose restriction on the population. For instance, in Britain, during WWII, rationing of food and other goods was brought in due to the German U-boats sinking merchant ships bringing vital supplies into Britain. Because of possible invasion, most of the coastline was prohibited to people, mainly because of mines being laid on the beaches, and the erection of coastal defences and miles of barbed-wire, etc.
