Depending on what type of dog whistle, they probably can hear at least some of the sound frequencies. Although I know of no research on this particular subject it is entirely likely that they can.

This is because as people age, they are not able to hear sounds above a certain frequency. The pitch, in other words, is too high for them. Being able to hear a dog whislte only means that you can hear higher frequencies.
