All youth age 14 or older in Germany were required by Hitler to be enrolled Hitler Youth. Joseph Ratzinger was conscripted but refused to attend meetings.
Hitler banned other youth parties/organisations and ensured throughout the German school system there was phyiscal and verbal pressure to join from fellow peers.

In 1936, it became all but compulsory to join the Hitler Youth. Youths could avoid doing any active service if they paid their subscription but this became all but impossible after 1939.

If you mean the Hitler Youth, which i have a feeling you do, these people were young adults and teenages from ages 12-17 who were members of a group which praised Hitler and brought leadership and team building skills to the teens. The Hitler Youth started off much like Scouts with a lot of fun and team building exercises. However, as Hitler became more powerful, the Hitler Youth was compulsory to join and most of the time the teens would be practising marches and swearing oaths to Hitler rather than having fun and this led to teens slightly turning their backs on Hitler
