Alcohol is used to measure at low temperatures because it has a lower freezing point than Mercury. Mercury has a higher boiling point than alcohol, mercury boils at around 400 Co and alcohol boils around 80 C0.

Alcohol is used to measure lower temperatures because it has a lower freezing point. At the same time, it also has a lower boiling point, hence when measuring high temperatures, mercury (which has a higher boiling point) is used instead.

Mercury has small values for the linear expansion, the variation of volume with temperature is not important. It is easy to read the temperature. But mercury is toxic.
Alcohol is cheaper and not toxic.
