It depends on what the dog has been taught it means. Working and competition dogs are often taught both a formal and informal retrieve command. One is used for playing the game of fetch, where form doesn't matter, and the other is used when the dog must pick up an item no matter what and must do it in a certain way. For example, if I tell my older dog to "get it" (his fetch command) and he gets tired, then it is fine for him to lie down and rest instead. But if I tell him to "take it" (his working command) he must pick it up and put it in my hand no-matter-what. I never use the formal command for play, only when I really really need him to pick something up for me because of my disability. For some, "bring" is a command to something/one who already has something in their possession:" Bring it to me" while "Fetch" is used when you don't think that the one you are commanding has the object you want; in other words the full command would be "Go and fetch it"

in some situations bring and get means the same thing for example when somebody sais: I will get them here it means I will bring them here or the same thing for I will get them to you it means I will bring them to you. but generaly speaking get means to recieve some thing that we already didnt have it, and bring means to to transfer some thing from here to there.

Fetch means: To go after and come back with. (2 directions)

Bring means: To carry from one place to another. (1 direction)

In common usage the two tend to be interchangeable.
