Restarting means the computer will power down, turn off, and start up again. Standby means it saves your current windows you have opened to its hard drive and turns off. Then when you turn it on again it starts up faster and all your progress is saved.
If the computer does not log you off automatically when it enters standby, then yes. Also, this could be a sign of a faulty sound card that needs to be replaced.
MSN is very finicky. It will automatically log off if you drop a packet, which is typical on low-speed dialup connections, all wireless connections, cellular connections, satellite connections, and computers or networks with issues. Turning off your system actually puts it in standby. Simply push the power button and the PS3 will go to standby. You can also select shut down PS3 in the PS3 menus to shut the system down to standby mode.
