The cell membrane encloses the entire cell while the nuclear membrane encloses the nucleus. The primary structure (phospholipid bilayer) is the same, but each is equipped with a mosaic of structures specific to its purpose (like transporting mRNA for the NM and transporting Na+ for the PM).

Basically, they're the same, though. In fact, the rough endoplasmic reticulum is actually just a big pinched out section of the NM, and when vesicles leave the golgi apparatus and head for the membrane, the vesicle joins the PM and just adds to it. From that you can see that they're made of the same stuff.
