There is no difference. The question that should be asked is- do you love me now? It's human nature to mean what we say, "at the time we say it;" however, things change, and one way we can tell if we are loved is to watch the behavior of the person who said they loved us.
There is a difference. "If you have said that you love me" means like hypothetically if you said. Or it could be as in you didn't say it but should have said it mood. "You had said that you love me", in that the person said that, "you said you loved me" in which they did tell you. First it's hypothetical, didn't happen maybe. Second someone did say it. But there truly isn't a difference with professing love for one another. I was wondering if you just needed help with those past/present phrases. Hope this helps.
