Technically, yes - anything that plugs into your tower is a peripheral - but, more specifically, keyboards are Input Devices, a monitor is an Output Device, a mouse is a Pointing Device, disk drives are Storage Devices, and so on; but grouped together they can all be considered Peripheral Devices.
