Yes, popcorn sales are the main "official" fund raiser. Units are allowed to do other fund raisers instead of, or in addition to, selling popcorn.
To raise money for their troup so they can do more activities
The Boy Scouts of America does not sell cookies as a national program like the Girls Scouts of the USA does. Many local councils sell Trail's End popcorn which has a license from the BSA. Units may sell cookies as part of local bake sales, and many sell candy as a fundraiser.

Pop Weaver produces the Trails End popcorn brand.
They are funded through donations and fund raisers. Boy Scouts have an annual popcorn sale, and Girl Scouts have an annual cookie sale. They actually only get a small percentage of the sales. For instance, Girl Scouts sell their cookies for $3.50 a box, and they get to keep $0.60 of each sell. They depend heavily on donations.
Fundraising is when a group or organization sells a company's product and earns a portion of the money. For example, the Boy Scouts of America sell Trails End Popcorn, the scouts sell door to door. The "pack" or "troop" earns a portion of the money to use for activities, outings, etc.
The Weaver Popcorn Company (makers of Pop Weaver popcorn) started working with Packs and Troops in Buffalo Trace Indiana in 1979. The idea for councils to sell popcorn spread from there. The Weaver Popcorn Co. began selling their popcorn to the public in tins with the BSA logo until they were asked to stop by BSA national on the grounds that they did not officially sanction the product. Weaver responded by creating a brand that could be marketed exclusively by scouts, Trails End.
When you purchase something for charity the portion that goes to the charity is tax deductible and the value of the product received is not. In the case of Boy Scout popcorn 70% goes to the scouts.
Popcorn itself is naturally gluten free - BUT! - if you check the website for Trail's End who currently (2011) supply the scouts with their popcorn for sales, they say themselves that it is processed and packaged in lines that are also used for products containing wheat. And if you know anything about cross - contamination, that means the popcorn supplied to the scouts is NOT GLUTEN FREE.
