Buddhist believe that the person himself controls his progress towards enlightenment. Nirvana is, for a better word, a destination. It is not a controlling force or a deity. It is a state of selfless being.

If a Buddhist has not become enlightened during his or her life he is reincarnated into another body. If they became enlightened, Buddhists may go to Nirvana, or not, it is up to them.
Reincarnation can occur countless times unit enlightenment is achieved. Even then it is a person's option if they will enter Nirvana or re-enter the cycle of death and re-birth to help others become enlightened.
