This is a one of those religious questions where religious authorities and the plebiscite disagree.

According to Buddhism, the Buddha is a man who, even in his enlightenment in Nirvana, is incapable of altering the world in which people live. As a result, unlike a god or the Monotheistic God, it makes no sense to worship him because he cannot alter things in your favor. However, meditating in front of Buddhist relics helps one to concentrate and so meditation in a temple is often misconstrued as praying. However, in this regard, Buddhists do not pray, since prayer is either (1) requesting things from a divinity or (2) praising a divinity. Since the Buddha is neither being praised nor his intervention requested, the meditation is not prayer.

According to the people, they do request things from the Buddha and see his position more like a supervisor or custodian of the world. Since the Buddha is in communion with the numerous gods, demons, and spirits of the world from his position in Nirvana, he can and does intercede with these characters to grant good or bad luck. As a result, they pray to him. Note that this position conflicts with Orthodox Buddhist teachings, but is quite common in Buddhist-majority countries.
