They use so little extra fuel as you would not be able to measure it.
But technically the answer is yes. The lights burn electricity, the car burns gas to make electricity. But the extra is tiny tiny amounts.
Open the glove box and take out all the stuff in it. The relays for the fuel pump, horn and daytime running lights is in the back of the glove compartment.
Fuel pump relay, horn relay, daytime running lights relay and if there is a fourth, power door lock relay.

Check the three relays in the glove compartment. One of the three relays is for the fuel pump, the others are for the horn and daytime running lights. If your vehicle has power door locks there would be a fourth relay in there.

There are several relays located in the back of the glove compartment behind the door that says "relays". Back there you will find the fuel pump relay, the horn relay, the daytime running lights relay and the power door locks relay (if equipped).
Waste? No. Use more fuel? Yes. If you have, say, 200W (worth) of lights in use, then that energy must come from the fuel tank. The fuel powers the alternator, charges the battery and lights the lights. Assuming 60% efficiency, then you'll need an extra ~300W-worth of fuel to keep your car going.It equates to about 0.4hp or slightly more than 0.5% 'wasted' fuel in a 150hp car.Or something.

The other relays are for the horn and daytime running lights and power door locks if equipped.
You could by-pass the fuel pump relay with a jumper wire. The fuel pump relay is located in back of the glove compartment. There are three relays back there, one for the fuel pump, one for the horn and one for the daytime running lights. Which order they go I don't know, you would have to do the process of elimination to find out.
