You could by-pass the fuel pump relay with a jumper wire. The fuel pump relay is located in back of the glove compartment. There are three relays back there, one for the fuel pump, one for the horn and one for the daytime running lights. Which order they go I don't know, you would have to do the process of elimination to find out.
Take two screwdrivers and force them into the filter with a hammer. Then grasp both screwdrivers and turn filter off counterclockwise.

Under the hood on Drivers side, remove the two clips and take out old filter. I then blew the access dust out and replaced with new filter, carefully lining the filter up so the clips pop back on easily, don't force them back on.

this is for a 2000 mustang 6 cylinder thank you clamp has forced the filter to form a groove in the hose that prevents it from pulling off, It will come off with some force, but may damage the end of hose making it leak when you connect to new filter. If there is enough hose just cut it off close as you can to the old filter and install new filter in the freash cut hose.
