It all depends on what the troop or group chooses to do. Some troops decorate troop t-shirts in various ways, including tie-dye, fabric paints, stencil, etc. Some troops order shirts. They might order Girl Scout shirts or have a company make shirts specially ordered for them. And some troops may start from scratch and sew their own shirts.
