For single player, yes you do, if you want to spawn them in-game, one good mod is toomanyitems. Another popular mod is InvEdit. Check out the link under "Sources and related links" below this answer for both links.
However, if you are on a multiplayer server, you can type /give "Yournamehere" "Item ID" "Quanity" in the chat. This only works if you're a moderator.
