Yes, to a certain level either because of work or school etc. They do try to level there association to avoid being influenced by the outside "world" which they think is bad for their spirituality. They do make friends but are carefull to befriend people with good traits.
Yes they are allowed to be friends with people who are non-Jehovah's Witnesses. They are careful with getting involved in negative activities with the outside world. My mom's side of the family are Jehovah's Witnesses and not in a negative way but my aunt keeps seeing demons.
