The simple answer is no.

Polygamy for Askhenazic Jews was abolished approximately 1000 years ago by rabbinic decree. While Sefardic Jews are permitted multiple wives, most do not live in jurisdictions where it's legal.

An interesting legal loophole, is that the rabbinic decree abolishing polygamy was only valid for 1000 years, and it expired about ten years ago.

Why do some Jewish men refuse to grant their wives a Jewish divorce?

They're stupid people who think rules don't apply to them! The Jewish authorities can SEVERELY punish them for this. ****************************** I believe that in such cases, the men are angry with their wives, and are simply being vindictive by refusing the divorce (or get). Married couples may have many arguments, and build up great resentment. Resentful people may seek revenge.

If a married man goes back to his wife are there chances of him returning to his girlfriend ever?

Honestly, it all depends on him and the strength and committment that he has with his wife and girlfriend. Sometimes the men go back and stay with their wives and sometimes they divorce their wives and stay with their girlfriends. All situations are different though so I cannot say for sure what will happen.
