Older (pre-Shards of Alara) 60-card theme decks don't. Newer 40-card 'Intro Packs' do.
There is no real cheap place to get Magic the Gathering theme decks, but you can get them for a good price at the magic online store. Most websites selling decks sell them for a much higher price than necessary

YGO! cards can be purchased at any store selling them (Target, Wal-Mart, convienience store, etc.) in the form of booster packs, structure decks and/ or tins. Booster packs contain 9 cards, Structure decks are offical pre-made decks centered on a particular theme and tins have multiple booster packs and includes a card of the monster displayed on the tin. Yes. I have before, but only once, however. It is very rare to find an EX in a booster pack, but it's possible. You almost always get one in the tins. If you buy a theme deck pack you will never get one in it. The theme decks tell you what cards you get on the back of the box, if there is one in the tins, it will be showing, but however, it's always a mystery as to what cards you'll get in booster packs. It is, in fact, possible though, that you would get one in a booster pack.
It depends. A booster pack will be about £1.50 to £3.00 second hand, a new booster pack will be about 3 or 4 pounds. Theme Decks vary from about £7.00 to £15.00 and Tins vary from £9.00 to £20.00. Hope this helps! ;)

The answer to this question is of personal preference. Structure Decks are generally more preferred by Players as they are more well-built around a theme and will usually have more potential than a Starter Deck. This is because Starter Decks are mostly based on actual anime characters and their Decks. As the anime characters usually have random cards that do not work together as well as they could, the Starter Decks revolve the same way (with an exception for Starter Deck: Jaden which revolves around the Elemental Hero series and is more well-built). In contrast, Structure Decks follow a general theme are easier to build up on with booster packs. This allows the cards to be played more efficiently and strategically as they are related to one another.
