In a way they do, but mostly, do not. The languages are hard-coded onto the cartridges themselves, the DS can never make them play in a language that they weren't coded in. European cartridges typically have several languages included, and will default to the language set of the console they are played on. But if the local languages haven't been included on that game, then it's simply unavailable - putting a Japanese game into a DS from the UK, will play it in Japanese, for example.
