It depends on who is asked the question. According to Islam, those who do not believe in Islam will not go to heaven. According to other religions, it entirely depends, both depending on the non-Islamic religion chosen to determine who goes to heaven and who does not and depending on what non-Islamic religion the person who is being selected chooses.
