If it's any consolation, I found my first gray pubic hair when I was 27. It scared me. This appeared closely on the heels of my first gray chest hair (I'm male, obviously [ed.thankfully?]).
I'd been going gray up top for about 5 years (some 10 years earlier than any other family member, note), but when the first appeared to the port-side of the mast, I panicked. Cabeza=OK. Kielbasa? Not so much.
Fortunately, I can say that it appears much more common than I (and apparently you) might think. To the point where Google's first response to "gray pubic" is "How to Color Gray Pubic Hair" on a women's health site (http://womenshealth.about.com/od/womenshealthandbeauty/ht/dyebodyhair.htm). I haven't taken the plunge and started dying yet (now that I'm the ripe old age of 28), but, believe me, you're not the only one.
If it really bugs you, you can do something about it: dye it, shave it/Brazilian (if you're a girl, you should be considering this anyway; Believe me: that's from a male perspective). So, for what it's worth, no it doesn't mean your hideously old and decrepit, it just means you're older. Sucks, huh? Worst part is, it doesn't even help you avoid getting carded (or hell, maybe it could, but I wouldn't recommend it. Unless you're really smokin' hot. And even then...)
