Royal Poinciana trees will grow well in Florida up to just North of Tampa, Orlando, and Daytona; however, in the Northern Range they can be destroyed by severe freezes, requiring replanting every 20-25 years or so.
I've also seen them grow in the Brownsville/McAllen Rio Grande Valley area of Texas, and also in Arizona in Phoenix and Yuma, and Palm Springs/Salton Sea/El Centro in California. Again, severe freezes can destroy the trees to the ground in those areas, unless unusual steps are taken to protect them. They only grow in the desert with good water, otherwise, you're wasting your time.
Inland Coastal California is a great place to grow Poincianas. There are some beautiful examples in San Diego and its Eastern Suburbs if you look hard enough.
The worst problem with these trees (after actually finding one for sale), is that they get hacked to death, I've seen some beautiful trees butchered by overeagar yard men. Let them be!
They grow very fast with good water and a hot South-facing location, which keeps them happy in winter. Very worth having if you possess a good yard and warm wall.
