It depends, but some do. In Somalia where most of the piracy takes place, the economy is really bad and there aren't many jobs. Part of this is because the civil war in Somalia caused their navy to collapse. So that meant that foreign commercial fishermen and foreign polluters were free to do what they wanted. The increased pollution and increased competition for fish severely harmed their fishing industry. So the fishermen banded together to protect their resources. Then some tried kidnapping and realized that there was a lot of money to be made in ransom.
