No. The only Verizon Wireless phones that use SIM cards are Global Phones. SIM cards are only used for the GSM technology. Verizon Wireless runs off of the CDMA technology. So... if you switch the SIM card, the phone still won't work because it has nothing to do with the CDMA and that's what Verizon Wireless works off of. HOWEVER, you can activate a Verizon Wireless phone on an existing account by dialing *228 pressing SEND then choosing option 3.
Verizon does not use sim cards in their phones (except the iPhone). So no you would not be able to use an AT&T Sim card in a new Verizon phone. sorry.
