Do a coil packs on vehicles make a cracking sound and smoke when you turn on the ignition to start the engine?

Good heavens no. I wouldn't continue trying to start it until you figure out the problem. Disconnect your battery and then pull of the coil pack. Remember to mark your plug wires so you'll know where to replace them. Under the coil pack some vehicles have a circuit board ( it will probably be in a plastic case ) the coils are mounted to. I'd check to see if that was what was smoking. Then get out your wiring diagrams and try to troubleshoot the problem.
