If by "authorized to observe" you mean to take a day off from work with pay, the answer is NO. On the other hand, if your employer's policy allows for a "personal day," then you may be able to take the day off, with pay. A personal day is an optional holiday/vacation day which can be chosen by the employee and taken with pay, if the employee can be spared from the job without detrimental impact on the employer's operation.
