Zebras do too have vocal chords. My aunt has a pet one (I swear on my mother's grave: I'm not lying!) and it makes baying noises all the time.
Turtles are known to not make noise but right as they are hatched they make little peeping noises you can barely hear it but its there. Also giraffe's usually don't make any noises but there are a few reports of it happening.
dolphin and whales don't have vocal cords.
There is no animal that does not have a voice box. The voice box is actually called the larynx, and every animal has one.
