No, all coins do not have mintmarks. Any US coin minted at Philadelphia before 1980 will not have a mint mark, except for the following that do have a "P" mark:

> 1979 $1 coins

> "War nickels" minted from mid-1942 to the end of 1945.

Conversely, cents minted at Philadelphia still don't carry mint marks. This is done because the secondary mints at San Francisco and West Point have occasionally struck additional cents to help meet demand. If they carried S or W mint marks they'd be "instant rarities" so they're just mixed into the same figurative giant pot along with billions of Philadelphia cents.

S and P aren't grades, they're mint marks indicating where a coin was struck. There are many other possible mint marks for U.S. coins as well, depending on their denomination and date.
