Not really.It depends on individual companines as they vary in post processing expertise and also the quality of the lens and sensor matter.Generally the bigger the sensor the better the photo quality but there are 100's of small factors that make some cameras better than others.

The easiest way is to go for a larger sensor size not the omre pixels as they usually do not effect the quality rather at times too many pixels on a small sensor can make lots of poor artifacts.
