To some extent everything absorbs UV, but some pigments absorb more than others.

Nails are the last place you should worry about UV though, because they grow out continuously, like hair. Neither is alive. You should worry about your skin instead.

What are different types of nail polish?

Up till recently, conventional nitrocellulose nail polishes were all that existed. These consisted of a petrochemical solvent (like Toluene, Butyl Acetate, etc) with plasticizers and other ingredients to add properties (like film flexibility). There are now water based polishes that exist, like Acquarella, SunCoat and Honeybee Gardens that are much safer due to the absence of petrochemical solvents.

How does barry m instant nails effects work?

The same as any other crackle polish: it's all in the solvents. Crackle polishes must be applied over regular polishes. The solvent in the crackle polish reacts with the solvent in the regular polish, which makes it dry unevenly and crack. Normally you don't want your nail polish to crack while it's drying, but with this stuff that's the whole point of using it.
