The trial court of general jurisdiction in Missouri is the circuit court. It's not a "law" to have a legal form to answer a lawsuit in Missouri, at least not in the sense of a statutory law passed by the legislature. But forms are *required* by Court Rules for most types of procedures. If you don't follow the Court Rules for your court, the court may dismiss your case. The 6th circuit court of appeals is a court of appellate, not original, jurisdiction. It hears appeals from US District Courts (normally trial courts) in Michigan, Ohio, Kentucky, and Tennessee (I think that's all of them) and any decision from the 6th circuit would be appealed to the US Supreme Court.
