based on what we have learned at school,the primary country that implements one-child policy is China but Hong Kong is not included(even though its a region of China)..

If you have twins there probably isn't much they can do about it.

There are many exceptions. Those engaged in agricultural pursuits, running family farms, are usually an exception. Many of the minorities and smaller ethnic groups are not subject to the policy. In addition, those families working overseas are not subject to the policy, one of the reason many seek to work in the US and other countries.
