No. Crying/talking/singing/making oral noises in general are all produced by taking in air and then letting it out past your vocal cords. Fetuses do not breathe. If they did, they would breathe amniotic fluid right into their lungs. They don't need to breathe because they get oxygenated blood through the umbilical cord.
