maybe he wants food/water, maybe he wants you to open a door for him, maybe he doesn't want you to leave, maybe he wants to have sex with you, it could be anything. Pretend he's a human that can't talk, just watch him and figure it out, pet him for a while or follow him, he must be whining about something.

lol, depends on where you live, and your dog, we had a girl and she only howled when she saw an animal, smelled one, or someone pulled into the drive. but Ive heard when their caged they howl more but I'm not sure if that's true...

It would normally mean that your dog is hungry, or wants you to spend more times with him. Maybe try playing with him more often or walking him? Maybe that could be the problem.
