Hot dogs are already pre-cooked, usually by steaming. No cooking is required, although they taste better hot.

That would depend on what you meant by "raw hot dogs". If they are sausages in a jar (known to me as bockwurst sausages) then yes they are, if they are from a butchers or in a packet and if the sausages are squidey and obviously uncooked then no. :)

It really depends on the source of the flavor. Dogs have far fewer taste buds than people -- probably fewer than 2,000. It is the smell that initially attracts them to a particular food. If the hot flavor is an organic pepper oil, then it is not your taste sensors as much as the burning sensation caused by the irritant. This is the same with humans. With a chili pepper you are not tasing hot as much as feeling a chemical burn on your skin. So this type of hot dogs will feel, but to a lesser degree. Spicy hot like pepper or curry are flavors dogs do not taste. They lack the receptors for it. Most dogs should be turned off from hot foods by smell alone. Only if forced will they consume hot sauces, etc. It is NOT a good way to train your animal. A dogs sense of taste is WORSE than a humans, but their sense of SMELL is 100 times better.
There is a slight variation in taste. Polish dogs are usually made with a combination of beef and pork with some other additives that give it a taste distinct from traditional hot dogs. Sometimes cheese is already put inside the polish dog. Polish dogs are usually larger than traditional hot dogs as well.
