By "cut" I assume you're referring to circumcision. This has nothing to the production of semen or sperm.
Cut or uncut, you'll still ejaculate the same way
The vas deferens (plural: vasa deferentia) during a vasectomy are cut, then tied/sealed, in order to prevent sperm being ejaculated. - Wikipedia
Yes, they cut the dogs balls off... not his penis.
Uncircumcised means that the penis is intact, i.e, it still has its prepuce or foreskin. The circumcised or mutilated penis has had it cut of.
The sperms that are produced by the male reproductive organ cannot be trasported to the penis via the sperm duct to enter the female's body, hence fertilisation cannot occur
Even if he had a vasectomy, it is possible - if unlikely - for you to get pregnant. A vasectomy is basically surgery where they cut the little tubes the sperm swim through so that they can't get out the end of the penis. Sometimes the cuts heal in such a way that some sperm can still get out; if you have any doubts it might be a good idea for him to go in for a sperm count, so they can see if any sperm are managing to escape.
The procedure cuts or seals the vas deferens from each testicle. Sperm cannot then travel from the testes to the penis. It is considered permanent.
Yes, you should still get your period after you've had your fallopian tubes cut. All this has done is cut the fallopian tubes so that sperm cannot reach the egg when it is realeased during ovulation, as you still ovulate and still have a uterus it means that you would still menstruate as normal.
A cut penis usualy means it has been mutilated by cicumsicion.
If the vas deferens is cut, then the sperm will not be able to travel from the testicles to the penis. As a result, if it is done bilaterally (on both sides) the male will be sterile. He will still be able to get erections and even ejaculate, but his ejaculate will not contain any sperm. The operation to do this is called a vasectomy, and is a fairly common form of relatively permanent birth control.
If you don't have foreskin that means you have been circumcised. Circumcision is a surgery during which part of the skin of the penis, called the foreskin, is cut off of the rest of the penis. After circumcision the head of the penis is always exposed since there is no foreskin left to cover it. Foreskin does not grow back after it has been cut off. Most circumcisions are performed when boys are only a few days old, which is why you don't remember it.

You could still get pregnant - if you used IVF - using a donor egg with your partner's sperm.
