No. They don't. Don't use them instead of mouthwash. Its called mouthwash because it washes your mouth. breath mints do not. Plus, mouthwash keeps your mouth feeling fresh and clean. Only a few mints do. Some people just eat mints for fun, or for a quick to keep their mouth fresh, but only lasts for a short time.
To anyone who is interested: I have just completed a research investigation into mouthwash, and it's inhibitory effect on bacteria. One of the findings was that the alcohol-free mouthwash actually repeatedly had a greater inhibition zone than the mouthwashes containing alcohol. This study is in no way conclusive, but I figured it was better than no answer :]

Since you're going to brush and floss, and you want to use mouthwash, it makes more sense to use the mouthwash after brushing and flossing, rather than before, since brushing and flossing stirs up bacteria and other malodorous debris.
