can be yes and no because Buddhists believe sex is for procreation however, if buddhists believe about doing whats best for people then you could argue that sex is good for your partner. Life is suffering which means that not everything in life is perfect so whats wrong with premarital-sex?

The Eightfold Path recommends forgoing several things - drugs & alcohol, lust, lying & cheating etc. These are suggestions not absolute rules. So Buddhism does believe in abstinence from hurtful things. Monks are required to take a vow of celibacy.

In general the Buddhists are realists. They know things like premarital sex, anger, theft and other unskillful events occur that are in opposition to the Eightfold Path. However such activities are not prohibited, just advised against. One's life is ono's own concern.
