A parliamentary democracy was established by the constitution of Nov. 10, 1920. On March 12, 1938, German troops occupied Austria and it was annexed to the Third Reich. Following World War II the United States and Britain declared Austria a liberated people, but Russia prolonged the occupation. Austria finally gained independence on May 15, 1955 after making state treaties and declaring a permanent neutrality.

Presently Austria's political landscape is marked with much political infighting and upheaval, although according the 2010 Mercer Quality of Living worldwide city rankings, Vienna retains the top spot as the city with the world's best quality of living.
