Yes Cats do blink,but they dont blink as often or as quick as we normally do.Try doing a staring competion :)

Also, cats don't have eyelids. They flex the muscles around their eyes to squint, which substitutes the lack of eyelids.

yes, and if done properly it is a polite greeting in cat talk. But blinking and turning your head away before opening your eyes is a rude insult (dismissive, go away you bother me kid). To blink slowly and yawn at the same time and look lazy is not only a greeting but flattery, while three rapid blinks and tilting the head sideways is an invitation to play.
