Neither one really has what humans consider a "period". Dogs come into "season" 1 to 2 times a year. In that time they are very attractive to any male in a 10 miles of the female. A cat actually comes into season several times a year. She will come in as soon as she delivers a litter or if not bred every few weeks. In fact it has been known for a female go go into heat just because a male is in the area.
In primates, menstruation is part of the cycle of fertility. Cats and dogs have similar cycles of fertility, though much longer (it seems to be about a year long in these species); and there is something similar to menstruation in both species, though there is not as much menstrual flow in either case.
