In Catholic belief, the Kingdom of God (as mentioned in the New Testament) means several things: 1) the spiritual rule of God, the kingdom of grace, the future kingdom of Heaven, the kingdom of Christ, and the Church. Children grow up in all of these kingdoms except the Kingdom of Heaven. If you mean if a person dies while still a child will they "grow up" after they are in heaven. No, change is not possible after death, all of our "growing" is to be done here, we do not know what kind of bodies Our Blessed Lord has prepared for us in heaven, but we do know that there is no more growing or changing, that is all part of the temporal life here. This is part of why it is such a disaster that infants are killed in the womb and are deprived of their chance to grow up in the Lord here on earth.
