Most counselors will and must report abuse.
Any forms of hitting uncontrollably, physical and/or mental abuse, or what they think to be mental abuse, and/or sexual abuse that is mentioned in these counselor meetings. That is their jobs if they don't .
They also must mention it to the law whether or not it is your immediate family doing the abuse, babysitter, uncles, aunts, sister or brother, etc.. friend, neighbor, etc.. they will have to report it to law enforcement and you will be not returned in most cases to your parents, and/or the members that are caring for you, whether it be foster parents etc.. until they make sure it is not involving any other family members you live with and/or they have knowledge of it and are allowing this.
If you are seeing a counselor and you want to divulge something like this, then your best bet is to ask what are the consequences if you divulge such information on this topic.

Usually all counselors at the VERY FIRST MEETING! are to tell the mother, father and children involved in the counseling meetings what they will tell CPS or DHS in your state, according to guidelines and what they won't divulge or tell CPS and/or DHS or a state representatives and/or authorities.. for the most part YES they have to keep everything you say is kept quiet and confidential.. it is illegal for them to tell everything even in court, and the notes they take are not enough to make sense anyways... so don't worry of someone finding their notes either.
